Speakers are Ed  Jezerski and Eugenio Pace. They are talking about the Baseline Architecture Toolkit (BAT) and it is really cool. It includes a lot of the plumbing required to get a solid enterprise mobile solution built. 
&lt;p&gt;One example of the functionality included is a set of extensions for managing and storing the layout of controls in resources files for different device form factors and screen orientations. Within Visual Studio, you can optimize the layout by switching the design view to the particular screen size you are targeting. Then move the controls around for that layout. Want to target another form factor or screen orientation? Just repeat the process. 
&lt;p&gt;Each layout is saved in a separate resource file. These can also be divided by cultures, so you can have a different layout for Asian languages then you do for European languages.
&lt;p&gt;Of course, there’s a bunch of other stuff for connectivity, testing, etc.
